Do I need any special software to use "Animated Graphics Pro" Package?

Solution For Animated gif, you don't need any special software. Just copy and paste the gif files into your webpages and you are ready to go.

For Source File, you need Photoshop with ImageReady software to produce Animated Graphics yourself.
